referring to completely different things. The first is one of developing safety awareness and public responsibility, the second possibly one of cultural differences in showing care and emotion though I in no way want to pretend any knowledge of what he might have been thinking.
I think people use the idiom life is cheap without really thinking about what they are saying. If it was a cultural or national trait then you would expect it to apply across all walks of life. Do you think the wealthy Indonesians you know are drinking street bought arak or employed in an unsafe environment?
