Don't you think that the developing world's concept of the importance of safety and the value of life IS different to that of first world countries?
A case in point,
that LOVELY, highly effective tikus poison that is stored in several big name supermarkets EXACTLY at toddler hand level. Guess what... it looks EXACTLY like an unwrapped block of chocolate!
(I'm sure the tikus really appreciate it)
Doesn't that demonstrate a different attitude towards safety and the duty of care... I'm not sure that's anything to do with OH&S.

Another example may well be, whilst traveling in a car to a crash victim in hospital. We were informed that they may not survive.
The driver, a nice enough guy, asked in an extremely interested tone, 'is he dead yet?'.
Whilst I accept the importance that reincarnation plays in a world view, I would suggest it also makes a statement regarding the relative perception of the value of human life.
You don't have to agree with me, but that's my feelings...
