I always take a supply of reusable bags to Bali and use them every time I shop but unfortunately it seems to be mainly tourists who use them. I have seen so many Indonesians not only using plastic bags when grocery shopping, they tend to 'double bag' everything. It's hard to try to imagine just how many plastic bags are going into the bin every day in Bali.
