Transport from the hard rock is difficult, its one way and to get anywhere you'll have to get past a massive grid lock. Your best option is to walk or if you need a taxi then walk up to near mataharies or even bemo corner depending on where you want to go.(check out the traffic flow via google maps) jalan tegal Wangi is one way from The ramayana resort :( so for the sake of 5 meters you have to go around the block.
log on to the map and if you change the map type at the top of the page it will also show you where everything is.
As for another hotel the bali garden beach resort opposite the Waterbom might be worth looking at ( you can easily get to it from the hard rock via the beach pathway which incidentially goes all the way down to the dynasty)
Garlic lane proper name is jalan sahadewa, put it into search on the map. Ketuts fixed price shop there is worth going to, restaurants there are imo average
