Garuda Economy Restricted Tix

Hi everyone, does anyone know if "economy restricted" tickets with Garuda allow name or date changes?
Been trying to get onto the website, but it seems to be down.

We've just found out we cant go on our trip in October & would like to offload our tickets & am trying to find out if we can change names, dates etc.
