Wots the go with motorcycles?

Mr Balibubba wanted to try getting a motorcycle to get around paradise on our last trip but as he did not have a license, I was very hesitant. Kerobokan here he comes!
I know that you don't need one but there are penalties if caught... right? Helmets? Yes, no? Has anyone been caught operating a Motorcycle without a license? Wot did it cost to get out of it? (not that I am casting aspersions on the local Police)? 8)
