Yes you could buy tickets at airport - all the domestic airlines, including Garuda have counters outside the entry to the domestic terminal. For local flights you need to be at airport approx 45 mins before departure, but if you are looking at buying tickets would probably be better to arrive earlier.
If you are looking at Merpati they often cancel the midday flight, so it would be best to try to get to the airport for the morning flight. The evening flight is usually quite full as passengers from the midday flight (if cancelled) will be transferred to that flight time.
If you are using an internet cafe to do an online booking they will usually have a printing facility so you could print the ticket out there. Otherwise you will be given a booking number and flight details that you could note down and have the ticket printed at the outside airport counter.
