Most of us do have an ID-card, a driver's license or at least a passport with us on travels overseas. Many countries, also Indonesia, require everybody to carry passports or similar IDs at all times, although I prefer to just have a photocopy of my passport plus my national ID together with my insurance documentation with me when on tours or just out and about while in Bali. Thus I think at least I could get the appropriate care and that an identification of my remains would be quite possible.
Even at home I would not go out without any ID, for the reasons you have mentioned.
And if the tour operator in Bali insists, he can get all ID-details and CC-details he wants when he meets me face to face, on site.
