These figures for Duty payable on alcoholic beverages are undoubtedly correct but I believe apply to only AUTHORISED importers - and not to Tourists/Visitors arriving in Indonesia and carrying in excess of the allowed 1 Litre per person.
I didn't read the conditions on my Customs form when returning from Singapore last Friday as was not carrying anything which needed to be declared. I am fairly confident that the form indicates that it is illegal to "import" in excess of what is allowed in Customs Regulations.
Indonesia has draconian regulations regarding importing of Alcoholic Beverages and until recently only one company was licensed to import. This regulation has been relaxed a little but is still extremely restrictive.
I would be inclined to seek further clarification from the Consulate as I feel that the answer you received was a "generic" one extracted from the rule books but which does not necessarily clearly answer the question you posed to them.
I stand corrected, but would not personally contemplate arriving into any Indonesian port with alcohol above the allowed tax-exempt limit and expect any Immigration official to show much credence - even if I carried a written response identical to that which you received from the Consulate.
