Scooter Hire & Travel Ins - What happens

Hi All
Im hoping someone can help me understand a possible grey area / no cover situation with Scooter Insurance (from the hirer) & Travel Insurance - perhaps someone has had personal experience?

Im traveling to Bali soon & will be going with my Motorcycle International Driving Permit & travel insurance from a to be determined company.

For the last few weeks I've been reading all travel insurance companies PDS & also asked a couple of Scooter hirers in Bali for details on insurance options available with scooter hire.

I want to find out EXACTLY what I'd be covered for in the event of 3rd Party damage e.g if I was to cause an accident.

Scooter Rental Company:
$250US excess - only covers damage to my rented scooter - no 3rd party cover.

Travel Insurance Companies:
Rental Vehicle Excess...
Couldn't find a company that considers a scooter as a rental vehicle - seems everything else except scooters are covered under travel insurance rental vehicle excess cover. (however this is not what I'm really interested in)

Personal Liability Cover:
(Personal Liability is stated as being cover for liability & expenses for body injuries or damage to property of others as a result of a claim made against me)

One would think this would be the one to cover you if you crashed into someone - but after checking the fine detail...

What is NOT covered under Personal Liability:

We will not reimburse you for anything you have to pay because of a legal claim against you for causing injury, death or damage to property, if the claim arises out of or is for:

1. Damage to property belonging to you, or in your care or control.
(so this would mean car or scooter)

2. Something arising our of the ownership, custody or use of any aerial device, watercraft or mechanically propelled vehicle.
(what vehicle isn't mechanically propelled - so no go for car or scooter here)

All travel insurance companies have the same thing in their PDS about mechanically propelled related claim = no Personal Liability cover.

Bottom line - are there any options to get 3rd party cover for scooter hire that will cover for Body injury & Vehicle damage?

Or is this just an area no company is prepared to venture into & you're on your own if u crash & hurt someone else or cause damage to their vehicle
