I recently got married in Bali and after all my research, that price is not expensive that is around what all places charge.
I had a few hair trails with Balinese hairstylist and they had no idea even when I showed them a picture. So I ended up begging my hair & make up girls to come to Bali (so I was lucky).
Shibu are good because Australian's own them. I've never had my hair done by them but you always hear great things about them.
It your friend only wants something simple you could try the hair salons in Discovery Mall, they are very good (and quite cheap).
I wouldn't pay anything until she get's there and has a trial. No trial, No Pay. They should understand.
If you go through your wedding planner they may be able to recommend someone else, it's always good to shop around.
