Circle K is the issue here not the Bank, as many, NOTE: Many, not all are leased machines or work on a commission.
By a shop or other business providing the premises you can negotiate a higher % of commission or fees especially if you feed and maintain the ATM yourself. This does leave the door open and I am sure if you really search the archives you will find that circle K machines have been the subject of many a complaint.
Me? I only use ATM's in Bali but make sure I use an actual Bank ATM and not a 'lobby' machine. Yes, I have been burned by Circle K but at the end of the day put it down to experience
Like it or not, this is also how a lot of ATM's work here in Australia as well. Look closely and some don't even have a Bank (or Credit Union) name on, or on the screen will say ‘This transaction will be acquired by ABC Bank' Isn't that in itself a sign that not is all what it appears?
