Merpati is primarily a domestic carrier and they are used to cash transactions.
There is one Garuda flight in the afternoon. I'd think you may be able to book your tickets from home.
Another option is to allow adequate time after arrival at the International terminal and walk over to the Domestic one and buy the tickets.
