ATM to withdraw cash or money changer?

I can withdraw cash from my Credit card at ATMs overseas with no withdrawal fee and get the best possible official currency conversion rate when doing so.

Is the rate you get from Money changers in Bali generally better or worse then the official rate?

If better then I might consider going this route instead of using ATMs.
