Speed and reliability can very - but that be variable at the same net cafe at different times or on different days. Just part of Bali, I guess.
I usually only check online a couple of times each trip, since I'm gone for a month. I've always felt guilty about how cheap it was, and give the guy Rp10K which is usually at least double the actual charge.
