It's easy to miss the counter as it's not all that prominemt. It is on the right hand side just after you go through immigration and is in that area. It is before you go down the corridor towards the "liquid check" area. Don't go through here before claiming. I had a lot of trouble talking my way back once when I missed it once. This was despite using the counter the previous year.
They keep telling me I don't need the box/packaging, just the item/s, but I always take it along so it is readily identifiable. You can always dispose of any unnecessary packaging before you get on the aircraft.
