Saya Anak Anak Tidak Bisa Makan Telour sama Susu! - My child cannot eat eggs or milk!
Milk will not be a problem, it is not used in Balinese food, however egg is a problem, the Chef would prefer to just hear Tidak Telur. If you need to explain further, just say Anak Anak alergi Telur. Child Alergic Egg - its a basic language when used in everyday life, no need to make it formal and put in the allergic (to).
Pronunciation will be a problem if you don't have it written down, my Aussie accent used to get me in all sorts of problems.
If you want to say it -
A-nak, A-nak, a-ler-gi Te-lur.
