As Balibull has written, most laptops sold in the last six years are WiFi enabled, that is they have a radio antenna in the lid which picks up WiFi radio signals in a restaurant. In Kuta this is free, as long as you buy something.

The USB stick that you put into the side of your laptop connects to a mobile phone company through their mobile phone towers. You have to pay for this service. In Bali, you would have to buy a USB stick from an Indonesian mobile phone company, as the USB stick from an Australian mobile phone company will not work in Bali.
