This is a question that often comes up.
For some time now I have mostly tried to avoid hotels that quote in $US. (recently giving my old favourite the flick for part of my stay in Bali because of it ) I prefer to pay in my own currency or in Rp as agreed by set price on booking.
If your currency is other that $US the tranny seems to run for eg I am Australian - US $ quoted - another tranny AU$ to US$ - another tranny to Rp. So two conversions correct.?
The hotel establishemnt ALWAYS rips you off with the US$ to Rp transact.
What is the legal stance? You quote in US$ and I booked and will now pay at your reception in US$ cash. There is nothing about a Rp here rate.
Are you forced to pay in a converted Rp rate
Any thoughts ?
