mature street dogs insitu and from what I understand they also prepare and deliver food to these areas to help support the dogs. They also have a scheme where they go to a village and neuter most of the dogs as a means of population control and of course assist with some medical care especially for mange.
I know that lots of tourists take doggy bags from each meal and add to the street dog diet, we do this every trip to help supplement their diets.
I was once told by a Balinese that in their culture dogs carry evil spirits so the locals leave them alone, but I am not sure if this is true or just some tourist tale he spun us. In general I have mainly witnessed the Balinese "ignore" street dogs or shoe them off if in their way, although over the past 20 years I can honestly say that I have seen a lot more well cared for "pets" in bali. I am not sure if this is due to local education campaigns or lots of foreigners living in bali.
