Nearly everyone I know had a Sari Club "Staff" tshirt as reward for sculling arack attacks or whatever. Its only been in the last few years (and I track it more obviously since the first bombings) that family groups have been more obvious in and around Kuta. I had never known anyone to take little kids with them to Bali until recently. And more upmarket resorts are being developed to cater for that clientele.
It is well known which hotels still cater to the drinking younger crowd. While you might get lucky and have a peaceful stay the chances are you won't and, as alcohol is a great money earner, it is unlikely that these hotels are going to discourage drinking and bad behaviour to cater for your comfort. Instead of complaining just stay away. Let that sort of tourist have their holiday and your sort of tourist have yours. And, if your TA puts you in an unsuitable hotel, they need a kick up the ass and outing as useless and not worth their commission.
