On our last flight from Bali (Jetstar) there was young Balinese teenager and he was met at the landing gate by what looked like airport immigration officers who looked after him. You fly into Darwin, go through immigration and then board a domestic to where ever. Maybe you could contact Jetstar and asked about this service or maybe it is immigration in Darwin.
