Chips for DS and discs as games

Hiya

I am am little confused with how the chip and disc thing works for my sons DS. We were looking at the games and realised they were discs not the cartridges.
How does the chip work is it safe and how much does it cost, one place told us $50US? Can you get it done in Oz then go buy the discs in Bali?
