You can use qantas club leaving Australia, but not on leaving Bali. This is because Qantas does not fly to Bali and so there is no reciprocal rights. Business class in Jetstar is not worth it for double the points. You can pay to use the lounges in Bali such as Prada or others, so do this and save your points. If you are a Qantas club member, you can use this in Australia even if you are flying economy.
