At one hotel i stayed in (Phnom Penh- not Bali) the brand new safe couldn't be unlocked after one week.
The receptioniste keyed in 123456 and the safe unlocked. That wasn't my number so i asked for another safe. The next safe he tested with, 123456 and it unlocked.
It turned out every safe in the hotel was the same, 123456, and all the staff knew the numbers so they could help out any guest. They said that's just the way the safes arrived when they were delivered. Lol. Nothing got stolen. The staff were safer than their safes.
Still, what about other hotel guests who might enter another person's room?
They promised to get the 'safe company' back to fix the problem.
