It is a personal choice.
There is no difference using a transaction card or a travelex card if you give it to someone else, unless that person is an authorised signatory on the account. We have two cards on the same account - one for us to use here to put money in, and one to use in Indonesia.
It is not fraud, which is a criminal offence.
It may be outside of the terms and conditions of use of the bank account.
It simply isn't true that the bank will stop you the first time you go to use the card, which is what you stated in your post.
It isn't that easy to set up an account in Bali. Technically you need to be a resident of Indonesia. As with everything Indonesian, there are ways around that, but it is just as dodgy as giving someone a transaction card.
