your debit visa card to someone in Bali or anywhere for that matter. However in saying this, no one can stop you doing this, only problem will be if the bank see transaction coming out of your account in Bali, they will put a stop on the card .If you live in Bali and your bank knows this then no question will be asked as they have you listed living in Bali.
It would be better for your friend to have his own Visa debit card you can apply at your bank to arrange this, but once again he needs to be there to do the 100 point score for your bank.
Our friends opened a card account in Bali where they deposit money into for their friend to withdrawl from it. They deposit the money from their account in Perth. Not quite sure how that works. It's my understanding its was a commonwealth bank account they opened in Bali, they are both on the account and each have their own cards and pin numbers.
