Matahari (Kuta Square) have a huge kids/babies section that's worth a look. Some of the stuff can be a bit garish, but usually just the toddler gear. Most of the small baby clothes are cute.
Kuta Kids (Bemo corner) can be a bit hit and miss. One year they'll be red hot for girls clothes and nothing nice for boys and then the next year it's opposite, from what I've found. Always worth a look though, and they do have baby sizes.
Indigo Kids (Jl Melasti) are along the same lines as Kuta Kids. Not a huge range, but you can strike it lucky and get loads or miss out and get nothing. I got a few outfits there for my niece when she was a size 0 but had trouble getting anything last year for her when she was close to turning 4 and was between their sizings (2-3 was too small and 4-5 looked much too big).
Carrefour had a little bit in the way of singlets and basics, but lots of garish prints on the clothes that turned me off buying anything.
