To reach Balangan head south towards Jimbaran. It may make your task easier by asking directions to Dreamland and from there head along a tad further to Balangan. This should take you somewhere around 45 minutes from Kuta.
Serangan is a lot closer to Kuta. Head out on the Sanur Bypass, the turn off is opposite the large Makro Store. You have to go through a security check point and show some ID or some rupiah to get to the surfing area on the southern side of the island. This should only take 25-30 minutes from Kuta.
