Our daughter is in Bali at the moment, we are all with Telstra but we SMS her frequently on +61 then her mobile number minus the 0. If you want to call you just dial the mobile number as normal. She tried to use a Bali SIM card but she has an IPhone and it would not work. Hope this helps.
