I dont think the time factor is really relevant, Australia vs Jakarta. Bali do not process migration visas which the spouse visa is. Your son / fiance can take their completed application to the Bali Consulate and they will forward it to Jakarta. The important thing is to ensure all relevant documents and evidence supporting the relationship are provided. An incomplete application is what will hold up the application process.
Your sons fiance can have her medical done while in Australia through Health Services Australia. The cost is $270. It is valid for 12 months. Police clearance is generally valid for 6 months and must be done in Bali.
