From your posting, you've done a lot of traveling so you shouldn't be put off by the dogs, etc. I'm from the states, but was stationed in the PI while I was in the Navy. I found Bali to be better off than the PI. The family culture shows and there was less poverty than in the Philippines.
That said, what do you want to do in Bali? Kuta is great for shopping but when the sun goes down my understanding is that it like spring break. Ubud is the cultural center of Bali but Sanur would give you access to the sea.
We've only been to Bali once just six weeks after the first bombing. It was deserted and many restaurants, cultural events, etc. had been cancelled. But the people we did meet were warm and wonderful.
If I were you, I'd pick Sanur (for your daughter) and get a driver to see Ubud and other sights.
