Hiring a scooter/bike?

I know in years gone by, the police seemed to pull up tourists on bikes, for not much reason other than expecting a "fine" to be paid.
The last time I was there in November, didn't see too much of this, particularly in the Seminyak area.
I'm a right in thinking, this doesn't happen so much anymore?
