Not trying to be smart or anything but why do locals want to change money? Shops and restaurants etc. in Bali deal in local currency (unlike places like Vietnam) and therefore shouldn't have foreign currencies in any great quantity to change. I know of one person in the past who had A$950 of my money that they stole who may have needed a money changer but that is another story!
