If anyone is found to have baited a dog they will find themselves on a criminal charge.
What is happening in Bali is madness. The people who are doing the poisoning are the rabid ones. They don't care about the agonising death they bring to an animal or human child who eats the bait.
And in Australia you sure don't get health authorities walking about taking pot shots at dogs! Stray unwanted dogs are impounded and humanely put down.
