No it dosen't defeat the purpose because by paying,the airline not someone at the check in desk,you are paying for the fuel used for the extra weight of your luggage as the reality is that they "average" out (guess at) passengers weight plus 20 kgs of luggage so it is being paid for and isnt "free" to start with.
