Hi. A friend just scattered her mum's ashes at Legian. Her sister organised it so don't know full details but they weren't allowed to just do it on the beach. They had to pay a fee for a priest and it had to be on a separate part of the beach with a full on ceremony. She made the mistake of telling the hotel staff she had ashes in the room and they wouldnt go near the room until they had performed a cleansing ritual. Hope this helps a bit.
