I haven't actually booked with Island Bound, but I know that it is annoying that you have to book before you find out if the accommodation is actually available, especially when it is "on request". What I always do is book with my TA (no money paid at this stage), she gets confirmation from wholesaler and then I have 7 days to pay deposit and am given the date for payment in full. This date depends on the specials, dates differ considerably. I believe that once you have paid in full they cannot alter the price. Regarding documents, most wholesalers send these through closer to the date. As it is now 29th I would be taking it higher than consultant. It seems that now that they have your money they are not treating it as urgent. Go for management. Good luck, Stormy
