I agree that it costs nothing to be polite - but at the same time, it is rude to come up to someone who is eating their meal and stick a pile of CDs in their face.
I know these people are just trying to make a living, and I do buy from some of the CD sellers (even through I get them home and have to throw most away as they don't work). But everything I've come to know about the Balinese when they have their meals tells me they like to do so with some level of privacy, so why would they then go and intrude on someone else who is taking their meals? That bit is something I never did understand.
There's a time and a place. While someone is in a restaurant and having a meal is neither the time nor the place.
I will continue to reply with a polite 'no thank you' when I'm not interested, and will be more annoyed with the restaurant owners who allow the sellers into the establishment, than with the poor guy just trying to make a dollar.
