I've used a credit union visa debit card in Bali in 2003 and 2005. I used the savings button each time and was charged no fees at all by anyone. No withdrawal fee, no transaction fees, no conversion fees.
I'd imagine it depends on your particular credit union if you get charged fees or not, but you are definitely able to do a 'savings' withdrawal in Bali - unless something has changed since August 2005.
