The main reason being that, if there were a flood, or airconditioner breakage or fire or anything else, and they had guaranteed that room, then they would be sued.
Just write to someone, again, and I agree with the authority bit, explain the situation again. Perhaps if you state that you are aware that the hotel cannot guarantee the room in case of damage, but that you would like them to guarantee that they will do all within their power to have this room available for you. Reiterate that you have paid in advance, as requested, and would like a positive response.
The hotel will do their best, particularly if you are "understanding" in the way you word things.
