We don't take chances with luggage. Everything on a suitcase or backpack that can be locked, is, even if we have to run a small length of chain to keep it in place. It may seem over the top, but when we get to customs in Bali and they see all the locks and chains, they check very little. I have seen other bags wrapped in plastic also which seems a good idea.
