no problem for pedestrians anywhwere.
As for vehicles it changes daily for access around the Kuta Legian area while they are working on it.
eg while we were at Billy's they just used muscle power to "rock" our car sideways so they could asphalt the side of the road where we had parked :)
Traffic is just diverted around the area they are working in.
