Assuming that the vast bulk of departures to Indonesia are for Bali then two things seem to be happening.

Firstly departures seem (line of sight) to have been declining on trend, from Oct98 until Oct 2002. when the series was broken. We then saw gradual and then massive recovery in departure numbers back to 1998 levels. Most people's memory of tourism numbers is more likely to be of the "between the bombs" period, which seems to be was way out of historical context.

Secondly, the post 2002 bombing saw gradual recovery, the opposite has happened post the 2005 bombing, where numbers have continued to slide. The issue for Bali might not just be the bombings ( sure these are major events) but could be underscored by a general long term softening in departure numbers.
