Can't help re flights but
2. - internet cafe's are common place in Bali and very cheap, some way better than others
3. - There are many surf schools along kuta beach - and a great place to learn. Try a long board for more stability. stricke up a deal with one of the surfboard hire guy's for perhaps some private lessons - with not much trade on some days they will be glad for the cash.
4. heaps of good cheap accomodation availiable - perhaps book into a cheap hotel for a night or 2 to get your bearings before setting out to look for cheaper accomodation.
5.The less you take to the beach the less chance of being taken - often by other travelers rather than locals. If you hire a board on the beach get them to look after your bag, they are quickly your frinds and buy buying drinks etc off them you will get a good feel for them . Keep things out of sight use your room safe or reception safe for valuables & take the minimum with you to the beach.
6.Kuta / legian is definatly the younger persons area to go, poppies lane 1 has many cheap places to stay and you will quickly join others in the same boat. Bali is not a place you are on your own for long.
7. another good tip - scan all your travel documents to your email address or hotmail address so if you somehow loose these you have all the records you will need. Complete a list of emergency phone numbers - BANK /HOME / MEDICAL that is easy to print out.
Oh and keep reading this forum for other great info
