Corruption/bribing is a wonderful way of getting things done at once, mostly for a smaller cost than the real price. It works absolutely the same way as tipping - why do you think that people are remembered with cheers after heavy tipping at a restaurant and get better service than those who do not tip? And it helps the local economy. It puts bread on table, drink in glass and car in the garage. That is why the practice can be found everywhere.
If you cannot fight them, then join them and "go with the flow".
