holidays in Japan are usually much shorter than in Australia [and probably than in many other countries too]. My lady friend Emiko is Japanese and tells me that this is true. As a consequence, many Japanese tourists are only in Bali for a few days, whereas most Aussies are there for at least 7 to 10 days and possibly between 3 and 5 weeks.

Without knowing the actual figures, you could say that if 10,000 Aussies are there for an average of say 15 days, and 12,000 Japanese are there for an average of 7 days, then you are far more likely to meet Aussies than Japanese. And this has been my experience and I'm sure the experience of many others. And this could make Australians more significant from a financial point of view as well.
