No it wasn't meant like that at all, and am sorry you feel crappy.
I never had the opportunity to take my son outside of Australia until he was an adult, so never had to ask myself this question. It's not your babies health, her vaccinations, or your cleanliness that is in question. It's the health of the people (in a poorer country) who hold her and who don't always have the same opportunity for vaccinations and good health as we do.
It was a genuine question I don't have the answer for, so maybe someone else can answer me? I'll try to frame the question a different way....Is a babies health more at risk in a poorer country from being passed around, and what is the risk of infection?
