Given that the concern is to seal against tampering (if you want thief security, use an expensive solid type case), I came up with the following:
1 pair side cutters with a V ground into the cutting edges (near the pivot)to make a crimp/cutter.
Pack Size 00 sinkers (15 for a $1) drilled 1/8" to accept cable tie)
Pack cable ties (pref coloured).
Pass the tail of the tie thru the sinker, thru both zips (not the tags!), back thru the sinker, thru the cable tie head. Tighten firmly, use the crimp/cutter to crimp the sinker onto the tie.
Carry crimp/cutter and spare cable ties in the padlocked section of a checked in suitcase and the key with you. Otherwise, security will seize them (ties can be used as restraint).
Very cost effective and totally tamper free.
