It will take very little to get Kuta and Legian back to life.
The key will be in getting more planes on the tarmac at DPS.
At the moment, the relatively small number of tourists are seeing exactly what you are, and are focussing on elsewhere.
Most of the mid to large Kuta and Legian hotels are either open now or preparing to do so.
Roller doors are slowly going up and this will snowball as more tourists appear on the streets.
By late June, I expect enough businesses to be operating to make a stay in these areas enjoyable, perhaps with an upside in low prices, less traffic (also starting to grow) and less crowded at least for now.
